Before joining Torchwood Gwen worked as a police constable in the Cardiff police department, partnered with PC Andy Davidson. Gwen was living with her partner Rhys Williams, Harwood's Haulage transport manager, who she'd met at college. She discovered the existence of Torchwood after observing a crime scene at which the team brought a murder victim back to life, and tracked them back to the Hub. Jack told her all about Torchwood, afterwards erasing the memories using Retcon; however, Gwen recovered the memories while investigating the scene of the crime and the site of the Hub. Jack admired her persistence and recruited her as a member of the team. Since she was not allowed to tell Rhys about her new job catching aliens, she became more wrapped up in her job, starting an affair with Owen Harper which she also kept secret from her partner. With Owen she could share the unique situations of her job, which few people knew about outside of the team, though she returned to Rhys after the affair with Owen ended. She struggled with the attachment she felt with the other team members versus her continuing relationship with Rhys and her contacts with Andy, who was also curious about what her new duties entailed. Gwen found it difficult to keep the details of her job at Torchwood from people outside of the team, which caused tension with the others.

Though she was the latest addition to the team, Gwen proved that she could handle duties as liaison between Cardiff police and Torchwood, and took charge of the team and its operations in the event that Jack left to gain some answers from the Doctor, following the incident with Abaddon. When Jack returned, he continued leading the team, though Gwen also took more of an active leadership role due to her experience with the police and managing day to day operations. Her diplomatic skills helped her to ease tensions between the other team members and focus them on the mission at hand. While Jack had the most experience in dealing with the various aliens Torchwood was tasked with managing, Gwen provided the grounded perspective of having experienced a normal, everyday life up to that point. She often demanded Torchwood consider what effect their operations and alien activity had on the people that the team encountered, known for her empathy and need to help and care for her friends, family, and team, as well as people she meets in the course of doing her job. She is dynamic and resourceful, though sometimes is impulsive and follows her heart, even if it gets her into trouble with others. She strives to improve herself and do right by the people she cares about.
